Palmdale Sustainable Transportation Plan

City of Palmdale
overview
The City of Palmdale Sustainable Transportation Plan “serves as the City of Palmdale’s primary guide for transportation improvements in the City, with the core goals of improving safety for all road users and achieving sustainable reductions in vehicle miles traveled (VMT) by expanding access to multi-modal transportation options and updates to local development processes.”
process
I worked with a consultant team led by Kimley-Horn to develop the equity analysis memo for the plan.
The memo analyzes the disproportionate and negative impacts on disadvantaged communities in the city related to transportation safety and vehicle miles traveled (VMT) such as traffic accidents and fatalities, low access to public transit and active transportation infrastructure, and congestion. Based on the analysis, the memo identifies geographical areas for policies, programs, and infrastructure investments. It also identifies potential sources of government and grant funding to assist with implementation.
For the report, I contributed in the following ways:
Analyzed traffic safety issues (pedestrian and bicycle collisions), VMT patterns, and employment density in disadvantaged communities
Developed infrastructure, policy, and program recommendations related to improving safety and reducing VMT especially in disadvantaged communities
result
The plan was published in December 2023 and passed by the City Council in April 2024. The plan also received honorable mention at the 2024 American Planning Association Los Angeles Awards.
