overview

The KC Spirit Playbook is the City’s comprehensive plan update, which charts a path forward for the City’s land use and development decisions and investments over the next 20 years. The plan, which aims to transform Kansas City into a thriving, people-centered city, has 4 main themes:

• Livability

• Mobility

• Serviceabiliity

• Visibility

I was responsible for developing recommendations regarding changes to the City’s regulations, policies, processes, and programs in order to achieve its goals in the areas of Livability, Mobility, and Serviceability. Specifically, I was in charge of the following:

• Conducted interviews with key City leadership and staff to determine key issues in existing policies and procedures

• Analyzed City regulations, policies, processes, and programs

• Analyzed two peer cities (Louisville, KY and Cincinnati, OH) regarding:

  • Overall and department-specific vision and goals

  • Existing strategic plans/documents that guide departmental efforts

  • Planning, prioritization, and budgeting processes

  • Public engagement processes

  • Key performance indicators
