overview
The SCAG Curb Space Management Study is an effort to help several cities in the Southern California region assess their curb space landscape and needs, and develop policies, strategies, and pilot projects at high-demand locations to manage curb space in order to fulfill economic, environmental, and social goals.
The study has the following goals and objectives:
Reduce VMT/VHT and GHG emissions
Reduce congestion by managing demand
Promote a balanced transportation system by better understanding first- and last-mile relationships between TNCs and existing transit and active transportation systems
Establish key collaboration and partnerships with public agency and private sector stakeholders
Improve quality of life

I worked with a consultant team led by IBI Group to develop the following reports for 4 cities (Anaheim, Riverside, Santa Ana, Santa Monica):
5.1 City and Regional Recommendations
The report provided a regional curb space framework and individual curb space recommendations based on comprehensive stakeholder engagement and landscape assessments. For the report, I contributed in the following ways:
Conducted extensive research and analysis on curb space management best practices and case studies,
Analyzed and distilled key themes and problem statements from city + stakeholder interviews and city self-assessment surveys based on a Capability Maturity Model approach
Supported the development of regional and city strategies and recommendations based on problem areas
Supported the development of a prioritization framework of strategies based on regulatory complexity and potential impact/effectiveness
4.3 Pilot Project Recommendations
The report provided recommendations for up to 3 curb space pilot projects in each of the 4 cities. Pilot ideas included on-street EV charging, residential parking permit programs, performance-based parking pricing, micromobility permitting, and automated bus lane enforcement solutions. For the report, I contributed in the following ways:
Conducted analysis of curb space designations using the Curb IQ platform
Provided key operational considerations and challenges for each pilot project and site
5.2 Pilot Project Concepts
The report provided a workplan framework for cities to plan and implement pilot project ideas in priority sites.
